With reference to Your Excellency's despatch No. 128 of the 17th. ultimo, requesting me to point out to the Governor-General the fact that no improvement has taken place as regards the smuggling of prepared opium from China into Hongkong, I have now the honour to enclose for Your Excellency's information copy and tralation of a note which I have received from the Governor General in reply

to my representations.

His Excellency explains that in pursuance of in- structions from the Waiwupu he had previously directed the Commissioners of Customs and Likin officials under his jur- isdiction to cause careful search to be made of all vessels proceeding to Hongkong and confiscate all smuggling opium found.

In answer to Your Excellency's request, the Governor General has now issued further instructions for greater care to be exercised in the future.
